Governance

Determine organizational structure, implement a governance committee, provide guidance and direction, address prioritization, resource allocation, and stakeholder engagement. Address geospatial staff roles and responsibilities. 

Establish foundational processes and procedures through an effective structure and address the development and implementation of standard operating procedures and organization coordination.

Define an authoritative board of decision-makers that establishes standards and policies that improve performance, cut costs, and optimize geospatial operations.

Develop a GIS operating model—operations and function management, program management, project delivery, and providing integrated geospatial support. 

The governance process should continuously assess and monitor the current state and future state of GIS use and geospatial capabilities, while constantly developing new capabilities that have the most impact across the organization.

Recognize the forces driving this change and the people impacted, where you are now and where you want to be, and start communicating these desired outcomes.

Develop a plan for implementing and carrying out your governance strategy. Identify key individuals and their roles. Integrate improvements and provide training and support.

Evaluate the benefits of GIS management, incorporate fresh tactics, reassess performance, and adapt as necessary going forward.
