Under the Federal Emergency Management Agency’s (FEMA) preparedness grants programs, the procurement of geographic information system (GIS) technology is listed as an eligible grant expense. As a reference, you can find GIS listed in the Authorized Equipment List (AEL) on FEMA.gov (04AP-03-GISS – System, Geospatial Information). And if your GIS analyst’s time is directly tied to the activities listed in FEMA’s Fiscal Year 2024 Preparedness Grants Manual, their salary is also an eligible grant expense. This guidance is updated every fiscal year.
