ArcGIS Publisher is used to create published maps that can be viewed, explored, or printed by anyone with the ArcReader application. By using the free ArcReader application, organizations can drastically increase access to geographic data without the deployment cost of a fully featured desktop GIS. Publisher offers a variety of settings that allow you to control how the published maps are used and who uses them.

Publisher also provides a mechanism to easily package maps and data for redistribution. In addition, ArcGIS 9 Publisher allows you to create royalty-free customized ArcReader applications using the ArcReader developer components.
