GSA Federal Supply Schedule BPA

What Is a BPA?

A Blanket Purchase Agreement (BPA) under the GSA Federal Supply Schedules Program has been permitted for a long time. Federal Acquisition Regulation (FAR) 13.303-2(c)(3) states that "BPAs may be established with Federal Supply Schedule contractors..."

What Are the Benefits?

  • Setting up a BPA with ESRI is a way to fill recurring needs while taking advantage of quantity discounts, saving administrative time, and reducing paperwork.
  • In the past, individual orders under a BPA could not exceed the maximum order limitation. Today, that is no longer the case. With the removal of the maximum order limitation, agencies are no longer restricted by any dollar limitations when placing orders under a BPA.
  • For large BPAs, agencies are empowered and encouraged to seek further price reductions.
  • With a Federal Supply Schedule BPA you can order as little as you want, as much as you want, and as often as you want. There is no better purchasing tool available than a Federal Supply Schedule BPA. Your flexibility and advantages are endless when you set up a BPA.
  • A BPA can be set up for your field offices across the nation to utilize, thus allowing them to participate in your BPA and place orders directly with ESRI. In doing so, your entire agency reaps the benefits of additional discounts negotiated in your own BPA. In addition, you reduce the administrative burden of writing numerous task/delivery orders.
  • Contractor Team Arrangements are permitted with Federal Supply Schedule contractors in accordance with FAR 9.6. Contractor Team Arrangements may be incorporated into your BPA.

What Are the Requirements for Setting Up a BPA?

All BPAs must contain certain information, such as:

  • A description of the agreement.
  • The extent of the obligation.
  • Ordering offices may negotiate additional (individual agency) price reductions based on the dollar value of the BPA.
  • A listing of individuals authorized to purchase under the BPA
  • The information to be included on the delivery ticket.
  • Invoice requirements.
  • A statement that all other terms and conditions are contained in the ESRI Federal Supply Schedule contract.
