Past GrantsESRI and New Mexico Association of Counties Assessors Affiliate (NMAC) Grant ProgramESRI, the leading developer of geographic information system (GIS) software and spatial solutions for local government, has joined the New Mexico Association of Counties Assessors Affiliate (NMAC) and the State of New Mexico Tax and Revenue Department to offer software and training grants to county governments that wish to develop or further GIS capabilities. The goal of this program is to foster and support the integration of geographic information system (GIS) technology into the county assessment offices within the State of New Mexico. More specifically, the program was established to assist the county assessors requirements in adhering to the State of New Mexico's Statute 3NMAC 6.7.17.9, which states "Every County shall have a digitized set of maps in place." The program extends software and training grants in excess of $220,000. The State of New Mexico Tax and Revenue Department fully recognizes GIS technology as an appropriate tool to develop the required digitized maps described in the statute. ESRI recognizes that our nation's state and local governments are attempting to meet the demands of providing the optimum services with limited resources. The grant is intended to supplement a county government's efforts by bridging the "technology gap." More specifically, the program is designed to provide a jump-start in the assessor's efforts to incorporate technology into their operations. Program DescriptionThe ESRI New Mexico Cadastral Grant Program consists of two grant offerings. The first program the County Assessor can apply for is referred to as the Data Creation Grant. This section of the grant provides for the necessary tools for data creation and maintenance, analysis, and mapping. The second program is referred to as the Data Analysis Grant. This section of the program provides the necessary tools needed to view and analyze geographic data. Candidates must be clear in the application as to which grant they are requesting by specifying either the Data Creation Grant or the Data Analysis Grant. Grant I: Data Creation GrantTwenty (20) to be Awarded The software and training made available through the Data Creation program are provided as a means of establishing a geographic database for the purpose of meeting the minimum requirements of the State of New Mexico statute. The Data Creation Grant will provide the software and training to a total of twenty (20) New Mexico Assessors that meet the requirements of eligibility for the grant. Grant recipients will receive each of the following ArcGIS suite applications:
Grant II: Data Analysis GrantFive (5) to be awarded The software and training made available through the Data Analysis Grant are provided as a means of viewing and analyzing geographic data. This program provides an entry point into the use of digital geographic data. The Data Analysis Grant will provide software and training to a total of five (5) New Mexico Assessors that meet the requirements of eligibility of the grant. Grant recipients will receive each in the following ArcGIS suite:
Eligibility and QualificationsThe grant is open to all County Assessors within the State of New Mexico or the designated county department responsible for creating and maintaining the parcel database on behalf of the county. Eligibility Requirements:

Performance ReportingGrant recipients agree to provide to ESRI with a 2,000-word article as to the county assessors progress in meeting the requirements of the statute and the integration of GIS technology into their daily work efforts. This must be sent to ESRI within 12 months of the grant award. Articles should be accompanied by photos and screen captures of ESRI software in .bmp, .jpeg, or .tiff formats. Additional InformationThe New Mexico Cadastral Grant is limited to one grant per eligible Government Entity. The cost of ongoing software maintenance for ESRI software becomes the responsibility of the grantee after the first year. The program is being offered with the understanding that the complete software and training suite will be used in its entirety for the purposes of developing and managing GIS technology for the ultimate goal of creating a County Land Records system. Review ProcessAn internal team of ESRI regional representatives and industry solutions managers will review all applications. ESRI will work in conjunction with the New Mexico Association of Counties Assessors Affiliate (NMAC) and the State of New Mexico Tax and Revenue Department to determine the applicants in greatest need. Preference will be given to counties that have little or no ESRI software capable of being used for parcel editing and counties that have a clear plan of action that addresses the critical resources for establishing a GIS program. |
